Module robotics: PD charger tester

The OKY3404-2 is a Power Delivery (PD) decoy module designed to request a fixed 15V output from compatible PD 2.0/3.0 power sources. This component allows you to power 15V electronics using modern USB-C chargers and power banks.

Key Features & Limitations
- Fixed 15V Output: Triggers a dedicated 15V power profile from the connected source. The voltage is hardware-set and cannot be changed or selected.
- PD 2.0/3.0 Protocol Support: Designed to communicate with power adapters that support the Power Delivery standard.
- Hardware-Based Controller: Built on a PD2721 chip, this is a non-programmable component with fixed functionality and cannot be updated.
- Unsupported Features: The module does not support the PPS (Programmable Power Supply) protocol or reading detailed information from the charger.
